Body Camera Footage Raises Questions Ahead of Tonight's Executive Session

MEEKER, Okla. — Less than 24 hours before the Meeker Board of Trustees is scheduled to meet in Executive Session to consider personnel matters involving Officer Kyle Crow and Chief Trent Norton, Market Meeker has reviewed body-worn camera footage relating to the events that preceded Officer Crow's suspension.
The footage reviewed by Market Meeker begins after Officer Crow had been dispatched to investigate reports of campers occupying a site near Meeker Lake while connected to Town-owned electrical service.
According to the video, Officer Crow initially attempted to make contact with the occupants but left the area after receiving information regarding a reported stolen vehicle. Before returning to the Police Department, he returned to the campsite after learning the occupants had come back.
The footage shows Officer Crow speaking with the campers and, after learning they had little money, giving them the last six dollars from his own wallet and telling them he intended to help them obtain fuel. He also issued a warning related to the situation.
While Officer Crow was speaking with the campers, Town Administrator Jeff Wilbourn arrived at the scene.
The footage later shows both men returning to the Police Department.
Once inside, Officer Crow calmly asked whether there was a problem after observing Mr. Wilbourn's demeanor.
According to the video reviewed by Market Meeker, Mr. Wilbourn informed Officer Crow that he was being suspended for three days without pay, citing Officer Crow's failure to immediately report to the Police Department after being instructed to do so.
Throughout the exchange, the body camera footage reviewed by Market Meeker appears to show Officer Crow speaking calmly and respectfully. Mr. Wilbourn appears visibly upset during the interaction.
Market Meeker is not aware of what additional evidence, reports, witness statements, departmental policies, or personnel records may have been considered before or after the suspension decision.
Those records have been requested through the Oklahoma Open Records Act.
What We Know
Officer Kyle Crow was suspended for at least three days without pay.
A written grievance was later filed.
The Board of Trustees has scheduled an Executive Session for June 30 to discuss personnel matters involving Officer Crow and Chief Trent Norton.
Market Meeker has submitted Open Records requests seeking the grievance, investigative materials, employee handbook records, applicable department policies, and documents prepared for the Board in advance of tonight's meeting.
